Foreign exchange, or forex, is the conversion of one country’s currency into another.
In a free economy, a country’s currency is valued according to the laws of supply and demand.
In other words, a currency’s value can be pegged to another country’s currency, such as the U.S. dollar, or even to a basket of currencies.
A country’s currency value may also be set by the country’s government.
However, most countries float their currencies freely against those of other countries, which keeps them in constant fluctuation.
A radically different assessment of China’s economic reform may be found in China’s Unfinished Economic Revolution. The widespread belief that China’s gradualist strategy has worked for it ignores the reality that over the last 20 years, state-owned banks have invested a significant portion of steeply expanding consumer savings in businesses that are primarily unreformed and losing money. As a result, a number of China’s biggest financial institutions are currently bankrupt. The book makes the case that China has to recapitalize its domestic banking system, reorganize it, and stop the long-standing practice of basing loan decisions on political rather than economic grounds in order to prevent a serious domestic banking catastrophe.
According to Nicholas Lardy, this route will unavoidably be expensive politically because it will temporarily result in a reduced pace of economic development. The alternative, however, is even less appealing: permanently slower growth, ongoing macroeconomic instability, failure to live up to international expectations regarding the opening of its domestic financial markets, and a lack of resources to address severe environmental degradation, escalating water shortages, and a rapidly aging population.
This current book also assesses the consequences for U.S. policy and analyzes the new reform measures China has started in response to the Asian financial crisis. It also makes recommendations for additional actions that should be implemented.
